I'm getting around 38 C with NH-D15S. Ambient temps for me are usually about 18-20C. Other than that you might want to check thermal paste. I made sure I had enough by using 5 dots. Idle is a bit high but that load temperature is more than acceptable compared to my 5800x. Was at 45. Now im at 22-23.. Ss.suspected
